Beaucoup d’attentes ont été placées sur les diagnostiqueurs et le DPE par les pouvoirs publics dans leurs politiques de rénovation énergétique du bâtiment.
Le 13 avril 2023, dans le cadre des travaux de la commission d’enquêtes sur l’efficacité des politiques publiques en matière de rénovation énergétique, le Sénat a convoqué la CDI-FNAIM. La commission, présidée par la sénatrice Dominique ESTROSI-SASSONE et dont Guillaume GONTARD, a été nommé rapporteur, a souhaité entendre Yannick AINOUCHE, Président de la CDI-FNAIM, au sein d’une table ronde sur le sujet du DPE
L’évolution du DPE et du rôle du diagnostiqueur
Avec la loi Climat et Résilience, le diagnostiqueur est devenu un maillon important dans la politique du logement et de l’habitation. Bras armé des pouvoirs publics, il participe activement à la transformation de la société : « Il n’y a pas un bien qui se vend ou se loue sans regarder le DPE et ni une copropriété et un bâtiment public qui se rénovent sans prendre en compte le DPE […]. On pourrait se servir du DPE comme un indicateur absolu à chaque fois que l’on fait des travaux, dans la location et la transaction mais également pour l’agrément des aides publiques et les financements bancaires » précise Yannick AINOUCHE.
Néanmoins, la rénovation passe souvent par une montée en compétences. Depuis peu, un travail a été initié avec la DHUP (Direction de l’habitat, de l’urbanisme et des paysages) pour améliorer la certification et la formation du DPE, mais plus qu’un aménagement du dispositif, la filière doit porter le projet de création d’une branche professionnelle.
Le besoin de structuration de la filière et de la certification
A ce titre, Yannick AINOUCHE rappelle l’importance de la reconnaissance de la profession pour être tiers de confiance : « Nous sommes au cœur de la politique publique. Or, le DPE a été projeté de manière fulgurante. Le gouvernement et le législateur ont commis des erreurs. La Loi Climat et Résilience a changé la réforme du DPE. La rectitude aurait dû être portée bien en amont en donnant des moyens aux acteurs […]. Nous méritons une vraie filière avec une convention collective, un vrai diplôme, des financements, une Carte D qui nous identifie auprès d’un consommateur lambda. Et nous méritons également des sanctions puisque certains de nos confrères ne sont pas au rendez-vous des attendus. Il faut être exigeant pour le budget public. »
La force de la loi Climat et résilience responsabilise tous les acteurs. En tant que catalyseur de la politique de la rénovation énergétique, le gouvernement doit pouvoir s’appuyer sur une filière solide, bien formée et dans la rectitude.
La CDI-FNAIM reste pleinement investie dans ces travaux.
